As of October 1, 2000, the NIH is requiring that each individual identified as Key Personnel in a research proposal must complete training in the protection of human subjects before submitting NIH applications for grants, proposals for contracts, or prior to receiving new or non-competing continuation awards for research that involves human subjects. (See NIH Notice.) For the purposes of this regulation, key personnel includes all individuals identified as such within the proposal.
Effective January 1, 2001, the University applied the same standards for certification of key personnel to all research proposals involving human subjects, regardless of funding source. The UCLA Office for the Protection of Research Subjects (OPRS) requires proof of certification prior to the submission of a research proposal for IRB review.
UCLA
is required to provide NIH with assurance that all key personnel
on all NIH-supported research projects involving human subjects
have completed mandatory training. Thus, Principal Investigators
must provide the UCLA Office of Contract and Grant Administration
(OCGA) with copies of a certificate of training for each individual
listed as a key personnel with each NIH proposal
for research involving human subjects and need to incorporate
information about the training into the annual progress reports
for ongoing awards.
